bad10fff2b Add vcpkg.cmake for Windows
- Add definition `-DMICROSOFT_WINDOWS_WINBASE_H_DEFINE_INTERLOCKED_CPLUSPLUS_OVERLOADS=0`.
- Set target architecture to `x64`.
- Configure CRT and library linkage to `dynamic`.
